Idesam is deeply engaged in the construction and development of the Amazonian Forum on Climate Change, which was envisioned in the State Policy on Climate Change (2007) and officially established in December 2009. The Forum brings together several diverse organizations from the government, nongovernmental and private sectors, in order to discuss and propose actions and policies related to the theme of climate change in three main areas: (i) Land Use, Forests and Ecosystem Services, (ii) Energy, (iii) Adaptation and Mitigation of Climate Change.


At the first meeting of the FAMC, held in December 2009, Idesam was elected coordinator of the chamber on “Land use, forests and ecosystem services,” which began its activities, along with the FAMC, in early February, with the definition of working priorities for this group for 2010:

1. Creating the legal framework for ecosystem service valuation in Amazonas
2. REDD Strategy Development for the State of Amazonas
3. Monitoring of the Implementation of the State Plan of Prevention and control of deforestation (PPCD-AM)

The chamber’s main objective is to disseminate through civil society knowledge of and concern for forests and their relationship with climate change in order to generate proposals within those priorities defined by Forum participants.

Currently, work is being developed around the first priority, which is creating the legal framework for ecosystem services in Amazonas. The CT has been involved in this process since February 2010; it resulted in a proposal with criteria for hiring a legal consultant to build the legal framework for ecosystem services in the state, which was formally delivered to the State Secretary for the Environment and Sustainable Development (SDS / AM) in April.

Thereafter, SDS started the selection and hiring process for the job, which was given to Ludovino Lopes Law. The consultant will start work this July and the first product will be a report showing the leading laws on ecosystem services existing in Brazil and worldwide. After delivery of this material, a process of broad consultation and information-spreading to various interested sectors will generate the feedback and interest that will lay the foundation for the construction of the legal framework.
